Well, I have a nice theory about setting up a 'web server' on a remote machine which will allow you to get arbritrary data ( irc traffic ) through a web proxy.
Could be done by writing a java applet to run in a browser which makes an incredibly long http request ( irc connection ) to a specially set up machine outside which will redirect it to a proper irc server.

Heh, am I sounding hard core yet?

Theres a program called http_tunnel. Basically does what you
described.

I don't have a clue where I got it from. It requires linux/unix
at both ends, but I was thinking of porting the client to java.

Does anyone know a way you can change the geometry of a
window from the command line? I sometimes run vnc at 640x480,
and many windows come up too big and I can't make them smaller
without being able to get to the resize boxes at bottom of the
window.

Get someone to set you up a BNC on a port you are allowed to use.
